CONTINUED STEPS FOR PRESIDENTIAL ACTION

PREAMBLE

During the past few months, this Council has witnessed a heightened intensity by the Administration in the battle against HIV/AIDS. This renewed commitment has directly and indirectly contributed to a number of successes including increased funding for the Ryan White CARE Act, continued firm support for Medicaid and the repeal of the highly discriminatory provision of the Department of Defense reauthorization bill which would have irrationally and unfairly discharged HIV-positive military personnel.

While we are extremely encouraged by these victories, much remains to be done. It is imperative that we continue the momentum generated by these victories and redouble our efforts in the fight against HIV/AIDS.

At this time the Council offers its third set of recommendations.
